Puerto Morelos Secretaria de Bienestar Animal (Animal Welfare)
- They don’t have an online presence or phone number, but can be contacted via email at dbaccaazpm@gmail.com or you can visit their office M-F from 10am-3pm. See map below for their new location on Calle Almendra in the colonia.
- They offer free rabies vaccines (while supplies last, with priority for rescue organizations and people who truly can not afford the vaccines).
- They are the point of contact for cases of animal abuse, excessive barking, dog bites, etc. Email them with all the pertinent information (name, phone number, location, issue, name of pet owner, description of the pet, etc) and they will get in touch as soon as they can (note hours above).
- They have traps they can lend you to help capture stray cats and small/medium dogs so they can be fixed, vaccinated, and adopted or released.
- They need foster homes for pets that are caught until they can be fixed and adopted.
- They offer sterilization campaigns periodically with the help of other organizations and veterinarians. Campaigns will be posted via the Ayuntamiento de Puerto Morelos Facebook page or in the Mascotas de Puerto Morelos Facebook group.
- They do not have a full veterinary clinic, so they are not able to provide full exams or assist with veterinary emergencies.

Are Pets Allowed on Puerto Morelos Beaches??
The short answer is yes, but with some caveats. The video below was posted on the Ayuntamiento de Puerto Morelos Facebook page by the director of Bienestar Animal. Basically it says that if your pet is properly vaccinated and you a) keep them on a leash, b) bring the vaccine record with you and c) clean up after your pet, then you are allowed to walk your pet on the beach. It does not give blanket permission for pets to spend all day with you on the beach while you sunbathe – plus it’s typically too hot for pets to be on the beach in the sun for any length of time anyway. Pets are not allowed at all on Punta Brava in order to protect native wildlife. See the video (in Spanish) for more details.
How to Report Animal Abuse
If you know of a case of animal abuse or abandonment in Puerto Morelos, don’t stay silent.
Reporting it is an act of responsibility and humanity.

Taily Treats offers cute pet-friendly cupcakes (made with either veggies or meat) and treats. My girls have loved both versions on special occasions like Valentine’s Day or their birthdays.
Even our furry friends deserve a cool treat in the Caribbean heat! Several local spots now offer pet-friendly ice cream in Puerto Morelos, made with natural, dog-safe ingredients like peanut butter, yogurt, and fruit. It’s a fun way to include your pup in your day out—because nothing says paradise like sharing an ice cream by the sea with your best friend.

Spay & Neuter Clinics
Across Mexico, an estimated 28 million cats and dogs live on the streets, many born as strays or abandoned by their owners. These animals suffer from the harsh climate, illnesses, abuse by humans, and lack of food.
While adoption of these vulnerable pets in places like the Riviera Maya is essential, it alone cannot end the cycle of suffering.
The only sustainable way to reduce the number of animals living and suffering on the streets is to support broad pet sterilization campaigns. When each animal is fixed, it’s estimated that up to 10,000 unwanted births can be prevented over five years, helping create kinder, healthier communities for all.
There are multiple dedicated groups offering low-cost or free spay and neuter clinics in the Riviera Maya. These campaigns not only save lives but also improve community health and safety. Many rely on donations and volunteers, so attending or supporting their work makes a direct impact. Here are a handful of organizations that we’re familiar with.

- Esperanza Animal, MUPE and Adopta Un Amigo have been organizing large monthly pet sterilization campaigns in marginalized areas of Cancún where there are large numbers of stray pets. Follow them on social media to find out when and where the next campaigns will be. They helped sterilize over 1,000 pets in 2025, and could use donations for future clinics in 2026.
- Planned Pethood International organizes pet sterilization campaigns throughout the year, some of which are in coordination with Puerto Morelos Bienestar Animal.
- In 2025, La Vet del Puerto also organized pet sterilization campaigns for dogs and male cats. They post on social media ahead of their campaigns looking for donations and volunteers. Here’s a link to their Go Fund Me campaign.
- PM Sterilization project raises funds to help local families cover the cost of pet sterilization that would otherwise be out of reach for them.
- Centro de Esterilizaciones Cancún Vet CEC is a low-cost pet sterilization clinic in Cancún that runs year-round. One of Suzanne’s dogs was fixed at this clinic and healed well.
- Coco’s Animal Welfare Playa del Carmen is a low cost option in that city.

- Angeles Peludos – Riviera Maya and CDMX – These are the folks my vet arranged to cremate my dog Ruby when she passed away in 2025 and they were wonderful. They returned her remains within a few days in a beautiful wooden box with her name on a plaque, a certificate, as well as special memorial keepsakes of her footprint in clay and a tuft of her fur.
